I would say Kyocera, FS-3800 or similar. Kyocera never seem to make an average printer. Their printers are either very very good, or very very poor. The FS-3800 is very good, in terms of quality, speed and can certainly handle a minimum of 20,000 prints per year. It will also last a very long time, as long as it is maintained. Running costs are also very good and you'll find that you'll need replacement drum's and maintainance kits less often as any other printer I can think of at the moment, so I'm sure there are others out there, but as soon as you mentioned cheap running costs, the FS-3800 popped into my head immediately.
