i dont think that it would have just fallen out but i will check

it should have power because it is in a pci express slot and has no cables

The PC speaker is the PC's way of telling you if there is any problems, it may not have been supplied with your case, or it has not been plugged in. Do you know if you PC is starting normally (despite the screen not being connected)? - possible by hearing the Windows welcome sound when it starts or something like that?
