I have a dell inspiron8100, when using IE certain graphics and picture appear slightly grey/fussy only on a halve of pixels in them are like this. Pictures I save to the harddrive appear fine as normal. I have reformatted the laptop with no effect. Any ideas or assitance on the problem would be great?!

I think it might be related to internet speed/stopping.
If you load IE and goto Tools -> Internet Options -> Advanced Scroll down until you find "Smart Image Dithering" and uncheck it....

If the smart image dithering didn't work...
your internet connection is timing out when your downloading the images in IE. I'd suggest calling your ISP and ask them for advice.
