Default novice in need of tv tuner help

I recently bought a pci tv tuner (no name brand?) off ebay. I am having trouble getting it to work. I have installed it correctly, I'm pretty sure, and have drivers and software loaded. The software scans the cable channels but only static comes up. I know the cable is good because it is the same one that is hooked to my modem. Frustrated and in need of help. Just recently reloaded windows because it wouldn't load the tuner right. A few pc specs:

Win 98SE
PIII 600Mhz
384MB RAM
NVIDIA RIVA TNT2 MODEL 64 VIDEO CARD ??

Hi Coey_96! Great to have you aboard!

Frequently the coaxial cable used to hook up to a modem will have a filter placed underneath the cable end to filter out static or even to filter out the TV signal ( i think ). These are usually put on the cable by the person who installed your internet service. Try using a different cable altogether to plug into your capture card, most likely the one that's plugged into your TV to give it it's cable feed.

I had the cable installed by the cable company and he split it from outside the house, I think, and ran it directly to my modem. From there I used a splitter and took one line to the modem and one to the tv card. I unplugged the one leading to the modem and hooked up a TV to it and it worked just fine. I never unplugged the one leading to the card because I assumed it would work just the same since they were split from the same cable. Here is what I found in a file called PHTVTUNE.INF on the cd:

So I don't know if that means it's a Phillips or what.

Found this in the user manual on the cd:

MPEG-TV series products use the fifth Philips 7130 IC, give you the best menu of DVD. Full channel function with wired and wireless. MPEG-1, MPEG-2 in Real-Time.

Hi coey_96

Does the cable coming into your house connect directly to your TV or does it go into a decoder. You might find that the signal coming in from the cable needs to be filtered (split into internet and tv signals)
I've had a look at the card and I think that it might only pick up terrestrial TV, if you have a standard aerial try that.
