Not sure if you have tried this, if not then give it a go.
Remove the card from your system and UNPLUG the power cable from the back of your machine. Then slot the PCI card back in, put the power cable back into the PC and then boot it up. See if it works then. Otherwise there might be conflicts with the onboard USB and the USB card you have just plugged in. How many USB ports do you need to use because you could always disable your onboard and just have the PCI card running. Your PCI card has 4 external usb ports.

:-D Hey Kaka,
Try clicking on properties for your onboard USB, you should be able to right click on it and select Properties, then select Do not use this device, disable, under Device Usage. Let us know if you need more info on that. TTFN T

Have you ever been into your computers BIOS before? If not then when you first switch on your machine constantly tap your DEL key and it should load your BIOS. (it will either be DEL, F1, F2 or F10) Once in the BIOS try to locate "Integrated Peripherals" and within that menu you should be Onboard USB or just USB. Disable it and then save changes and exit.
