I have a ShuttleX PC im using the FT62 motherboard. anyways the problem im having is that my Coolent fan for my PC is not coming on at all I have checked all the connections and The Bios to make sure to see if it works but it dosnt come on even when i set it to FUll=on all the time at 4k RPMs kinda ticking me off I really could use some help with this my syestem keeps shuting off from over heating.

Welcome to PCHF. We have some really wonderful people on this site and I am sure that we can help you with your problem.

First, is there another fan that you can test in your system, or alternately, do you have other connection wires that you can test with, that would determine if the problem is the fan or a connection issue.

If its the cpu fan then i wouldn't use that pc untill it workes again or it will burn up youre cpu.
You can try a different connector to see if it works then but if not , Coolers are very cheap so i would just replace it.
