Alright don't worry about scanning that manual in, I managed to find one on the internet and downloaded it.
For any other people interested the manaul can be found here:

There aren't that many jumpers to change so I am sure you have it all setup alright. The only thing I could suggest (which you might already have done) would be to reset the CMOS using "JBAT" jumper.
Set jumper to 1-2 to clear the cmos, turn machine on while the jumper is in this position.
Then turn power off, reset jumper to 2-3 and try turn on again.

yes i have tried clearing the cmos, also with no luck, now this is what im dreading, but could it be that either my CPU or motherboard are fried

In all honesty after everything that you have done and it still doesn't work I think that something is blown.
Either motherboard or CPU and the only way to check that is to try the CPU in another machine. (might be a mission to find another machine that will run that processor)

Do a beep check. Take everything off of the motherboard (including RAM and processor) and turn it on. If you don't get any beeps, the motherboard is fried. If you do get beeps, start adding components and use your motherboard's manual for a beep reference.

I am awaiting a new mobo and another athlon 1.1GHz CPU to arrive so that i can test my current hardware, either way i will be getting this old heap upgraded,
